ModifyHeader currently requires 5 permissions:
1, "contextMenus"
2, "storage"
3, "<all_urls>"
4, "webRequest"
5, "webRequestBlocking"
"webRequest" and "webRequestBlocking" are required in order for request headers modification to work. "storage" permission is needed to save settings local.
"contextMenus" is used to show the User GUI
