This chrome extension adds several navigation features to the FR site. It is based around the implicit format that Medicare uses and, as this is merely
an implicit format, may or may not work for other agencies. It automatically runs on any page with
URL of the form `https://www.federalregister.gov/documents/*`.
There are a 3 major enhancements to the FR:
1. The table of contents secction in regulations is modified to include hyperlinks to each section.
2. The FR page is modified to display the fully qualified path of headers
(e.g. "II.B.1" instead of just "1.").
3. A sidebar with the full table of contents, with appropriate indentation, is added.
