The FCC recently filed a "notice of proposed rulemaking" to include mobile broadband in the broadband standard, increasing the amount of rural area served but effectively lowering the minimum broadband speed to 10 Mbps/1 Mbps from its original 25 Mbps/3 Mbps. To demonstrate the possible impact of allowing mobile broadband to serve as "adequate broadband," this extension will help simulate a slow (rural) internet connection.
