That is an extension that is helping to create good uniq names for elements when you are writing tests using selenium and Locatine. It is adding a new sidebar tab to "Elements" panel in devtools. Open devtools -> Open Elements -> Open Locatine Name Helper sidebar -> Click Add and see the list of suggested element names. Add another element to see name for both of them.
