Why do this extension require access to everything?
The extension requires full access to be able to download from Tumblr blogs with own domain name. In the permissions, the extension is set to only activate when tumblr.com is the domain name or if /post/ is in the address. In other words, then the extension only runs on relevant web pages.

No, if you don't have a Tumblr account, you'll be able to download from the blogs. You just need to open the post and then click on the download icon in the address bar.
