Android offline dictionary
Uses data from Wiktionary and Beolingus to generate dictionary files that can be used offline. These can be downloaded from within the app.
This is an Android app converted with ARC Welder, thus it depends on the "App Runtime for Chrome" which may be a significant download if you do not yet have it.

Note2: This converted app runs fine for me on e.g. Linux, that it is only available on ChromeOS is Google's decision, not mine.
