After Install, To enable DevTools Themes:
1) Open chrome://flags/#enable-devtools-experiments
2) ▶ Click "Enable" link
3) ▶ Click "Relaunch Now" at bottom of page
4) Open "Developer Tools" (Ctrl+Shift+I)
5) ▶ Click Settings (the Cog in upper right)
6) ▶ Experiments Tab ▶ [✔] Allow custom UI themes
7) Relaunch DevTools
